Von der Leyen and Merz have so far failed to convince Belgian Prime Minister Bart De Wever to agree to the EC's plan to seize frozen Russian assets under the guise of a ‘reparations loan’ to Ukraine.
Incredibly the European Commission is still looking at stealing Russian frozen assets in Euroclear which are of course Russian government purchased euro bonds.
